Department for Education Construction Framework (CF25)
At IKO, we know how much pressure project teams face to meet the DfE Construction Framework (CF25) standards, while keeping projects safe, compliant, and on budget. Our DfE Construction Framework Guide brings everything together in one place, clear guidance, practical detail, and roofing systems that meet the CF25 Technical Standards, Section 2.3 (Roofs).
What’s in the guide?
It’s written to make your Department for Education Construction Framework (CF25) specifications easier and more reliable from the start. Whether you’re managing design, build, or compliance, this guide shows how IKO waterproofing systems help you meet performance targets, achieve sustainability goals, and deliver long-term value. Our aim is simple: to help you get it right first time, every time:
Make early-stage roofing specification simpler and more efficient.
Provide a clear, transparent compliance matrix covering all CF25 roofing requirements, including fire safety, thermal, acoustic, environmental, and durability performance.
Use plain, non-branded terminology, with clear links to IKO waterproofing systems where helpful.
Support compliance with the Building Safety Act (BSA) and maintain the golden thread of information through every RIBA design stage.

Your trusted roofing partner for education sector buildings and estates
Preston College needed to refurbish 4,500m² of deteriorating roofing while managing a limited budget and minimising term-time disruption. Leaks and standing water were affecting college operations, while complex scaffolding, restricted vehicle access and unpredictable weather added to the challenges of working on an occupied campus.
IKO and installing contractor K Pendlebury & Sons Ltd developed a coordinated plan, reconfiguring scaffolding in stages to maintain student access and using purpose-made metal ramps to avoid disrupting the main car park.
The IKO ULTRA Prevent 25 reinforced bituminous membrane system was installed with support from IKO Technical Engineers, while a dedicated on-site Contracts Manager oversaw progress and responded to changing weather conditions.
The project finished eight weeks ahead of schedule. For schools, colleges and universities, it illustrates how practical access solutions, contractor coordination and manufacturer technical support can help manage roofing refurbishment around an active learning environment – maintaining campus access and limiting disruption while delivering essential building improvements.
