Understanding CF25 roofing requirements
The Department for Education’s (DfE) CF25 framework supports the delivery of education buildings through a structured procurement process, with supporting technical standards covering areas including safety, environmental performance and operational efficiency.
For roofing, Section 2.3 (Roofs) addresses requirements including functional performance, service life, fire classification, thermal and acoustic performance and environmental impact.

On-site inverted roofs: clauses 2.3.19 and 2.3.20
For clause 2.3.19, IKO Permatec LI provides a hot melt waterproofing solution applied directly to the structural deck and suited to applications including podiums and absolute zero-fall roofs.
Where the inverted roof also incorporates bio solar technology, clause 2.3.20 is addressed through IKO Permatec LI Anti-Root combined with the Eco Green (IKO Elements) bio solar solution. IKO Permatec LI Anti-Root provides a fully bonded, monolithic waterproofing layer with integrated root resistance, helping protect the waterproofing beneath green and bio solar roof components.
On-site warm roofs: clauses 2.3.21 and 2.3.22
For a conventional on-site warm roof under clause 2.3.21, IKO provides the IKO ULTRA Life 30 reinforced bituminous membrane system. The system incorporates multiple waterproofing layers and an Air and Vapour Control Layer, with relevant build-ups achieving BROOF(t4) classification in accordance with BS EN 13501-5:2016.
IKO ULTRA Life 30 is supported by a 30-year guarantee when installed by an IKO Approved Contractor in accordance with the specification. It offers installation flexibility, including a completely flame-free adhered option.
For an on-site warm bio solar roof under clause 2.3.22, the relevant IKO solution is IKO Roofgarden combined with Eco Green (IKO Elements) bio solar. IKO Roofgarden incorporates a root-resistant reinforced bituminous membrane build-up designed to support green roof and solar PV applications and is backed by a 20-year guarantee when installed by IKO Approved and Registered Contractors in accordance with the specification.
Off-site warm roofs: clause 2.3.23
For clause 2.3.23, IKO Armourplan provides a PVC single ply roofing and waterproofing solution for off-site warm roof construction. IKO Armourplan systems can be mechanically fastened, fully adhered, hybrid adhered or ballasted, providing flexibility according to the project and roof build-up.
The waterproofing also has established education sector applications. At Pudsey Sixth Form College in Leeds, IKO Armourplan P was specified as part of a 1,611m² roof design because of its wind uplift resistance and ability to accommodate rooftop solar PV panels and air source heat pumps.
